Using PMCS process experts and our inProcess process mapping
software, we provide state-of-the-art mapping and documentation of
business processes for the newly created Department of Homeland
Security (DHS) Science and Technology (S&T) Directorate (www.dhs.gov).
DHS is challenged by a government mandate to develop its internal
and external business processes using an aggressive implementation
schedule.
The scope of work for the current contract dictates that PMCS
in conjunction with Pacific Northwest National Laboratory
use best business practices originating from both government
and commercial sectors to automate processes and policies. We work
as a team to create a vision and direction for the Science and
Technology Directorate that will ensure its continuous process
improvement.

Kemtah Seeks inProcess as Remedy for Growth Pains
Kemtah, a large IT solutions provider based in Albuquerque, NM,
approached PMC Solutions looking for help with their perceived
"growth problem." They told our process team how they've grown 10
fold over the last 5 years and now needed a more comprehensive and
stable framework of processes to build upon.
PMCS held a kickoff meeting with Kemtah top management, and was
tasked with installing our business process mapping software
inProcess, and executing a scope consisting of a formal process
assessment, feedback report, and comprehensive project plan. PMCS
demonstrated an economic benefit and created corporate visibility
into the process project by developing a common, but necessary, key
financial process. This task served as a baseline assessment within
Kemtah Operations, documented an existing process, provided
additional insight regarding current process maturity, and served as
evidence of the type of improvement possible within Kemtah
operations.

Good problem solving begins by drafting a clear definition of the
issue at hand, gathering facts that can be used to quantify its
effects, and identifying potential solutions that would eliminate
its root cause. Completing the problem solving process continues
the process by validating that the chosen solution eliminates the
root cause. Examining whether the solution will cause any
unintended effects, determining if it can be used in other like
cases, sharing the results within the organization, and finally
congratulating the team/individual are typical next steps in process
execution.
Los Alamos National Labs (LANL) Supply Chain Management team has
begun this process by tackling their issue head-on. At issue was
the fact that almost one half of the Purchase Requisitions (PR)
coming into the organization had to be returned for being either
incomplete or incorrect. Their solution was to provide PR training,
but included in that training was a twist, namely including
processes developed by PMC Solutions Business Process Team using
inProcess software. The list of processes in their process website
described not only how to fill out the PR form, but also identified
processes that detailed the logic of selecting the correct
Purchasing method.
Included in those process flows were reference materials, URLs,
definitions, forms, etc. And the best part is that after the
training session was over, those processes became linked to the
Supply Chain Managements website. The ability to use inProcess in a
web environment insures infrequent users of the Purchasing system
the ability to always have help available at their fingertips.
So, LANLs Supply Chain Management team has defined the problem,
examined the facts, and selected and implemented the potential
solution. Now its time for results to show whether this solution
has been effective and to look for other opportunities for this
solution to resolve issues in other parts of the organization. We
at PMC Solutions believe that as the number of trained people goes
up, the number of problematic PRs will go down and the Supply Chain
team can become even more effective.

Clients buy inProcess software and Business Process Services for
many reasons. For New York Hospital Queens (www.nyhq.org),
that reason was problem solving. Mary Godfrey, Vice President of
Professional Services and Planning, has responsibility for the
Laboratory Services provided by the hospital, and she believed that
her Phlebotomy and Laboratory teams could improve their efficiency,
resulting in physicians getting test results faster, thereby
improving customer care.
Using inProcess, Mary's team began
documenting the as-is phlebotomy process beginning when the
Physician places the order for blood work through the time those
results are provided. This process crosses several functional
boundaries and areas of responsibility. Being able to see the
process flow before them led the team to identify an action plan
focused on key areas for improvement, including improved
communications, work reassignment, materials needs, elimination of
duplication, and methods improvement. No one solution alone will
fix this problem but the combination of improvements is expected to
yield outstanding results.
To date, three process steps have been eliminated, stocking
levels of critical materials have improved, new methodologies have
been introduced, and some process steps have been reassigned,
allowing the Phlebotomists to focus on critical steps. This
improvement project is a work in progress and positive results are
already being seen with more to come. Mary's
team shows that solutions reside within an organization. Using
inProcess gives them the tool they need to visualize where
opportunities lie. |

Process Driven Project Results
PMCS assessed the existing Kansas City Districts PMBP (Project
Management Business Processes) and made recommendations for the
specific adaptation to the Kansas City Districts PMBP Application
Development and cross checked all processes against critical
government regulations, secured change approval from process owners,
made necessary changes, and implemented current static processes
into process mapping software to create a dynamic District process
website.
PMCS PMBP Application Development encompassed the following Project

Improvement through Process Standardization
PMCS was contracted with Northwest Division (NWD) to provide
a business process assessment, focused on project delivery
processes, specifically for the Northwestern Division and
its component Districts: Kansas City, Omaha, Portland,
Seattle, and Walla Walla. The scope included the objectives
and tasks as outlined below:

The Northwest Division is progressive in their efforts to
realize improvements in their operations through process
standardization. By first assessing the situation,
determining the gaps, and then further process mapping to
remove inconsistencies within their operations, the NWD will
be poised to streamline and improve.

a High Performing Organization
In 2006, as a member of the Michael Baker
team, PMC Solutions was contracted to map
the existing and improved processes of the
Civil Engineering group located in Buzzards
Point, DC. The Coast Guard embarked on an
aggressive timeline to develop the elements
necessary to gain approval by the Office of
Management and Budget (OMB) to become a High
Performing Organization (HPO).
PMCS, teamed alongside BAE Systems, CAS, and
TEC, and primed by Michael Baker out of
Pittsburgh PA, worked tirelessly to deliver
quality products under difficult and
pressured deadlines. These pressures
emanated from a timeline originally
projected at 8 months, and ultimately
compressed to 3 months.

Western Office Systems (
www.wosi.com ) has done a excellent job of defining and mapping
their core processes. The core processes link to each level of the
organization and a significant number of lower-level processes are
already in basic map form. PMC Solutions was contracted to provide
and install inProcess, our process mapping software, and to also
enlist our team of process experts to give WOSI a kick start for
their important process standardization program. Over a period of
one month, PMCS engaged WOSI top management in an effort to assess
the current state, and to develop a plan for improvement.
Western Office Systems is poised to realize tremendous improvement
in process development and deployment within a relatively short
period of time. PMCS is pleased to add WOSI to our growing customer
list.
